Fortresses and Clan Halls are brought forward as practical clan assets: progression, territory control and economy can connect through them instead of leaving them as isolated side content.
Level 61–80 progression, Fortresses, Clan Halls, raids, Seven Signs, territory economy, Hordes and Caravan are connected into a more active Interlude world without replacing its original systems.

Territory ownership can influence clan income and decisions while Adena and reward sources are controlled so no single route invalidates the rest of the world.

Dynamic activity is consolidated into two complementary formats: Hordes create staged pressure in selected zones, while Caravan creates a moving escort/interception objective. Both remain under server-side rules for activation, routes and rewards.
The server starts at level 61. From there, several viable routes lead to 80, while underused Interlude areas are recovered with sensible level ranges, mob groups and reasons to return instead of forcing everyone into one farm spot.
Access, teleports, prerequisites, information and rewards are cleaned up. Existing raids can also become timely rally points when population and group activity justify it, without arbitrary boss spawns or altered respawns.
Seal Stones and Ancient Adena remain useful, and Catacombs keep a real place in progression. Mammon NPCs are available permanently, so access is not locked behind the cycle even though its currencies and content still matter.
The Director can read aggregate population, level bands, parties, PvP/PK activity, active events and recent activity before proposing another objective. Recent activity is remembered to reduce repetition, while boss kills, sieges, Horde/Caravan outcomes and meaningful PvP/PK milestones can become verified server history. It can also deliberately launch nothing when the world is already active.
